I like to refer to Jethro as the world’s first Management Consultant.  Moses was leading an estimated one million people across the desert toward the Promised Land.  His father-in-law, Jethro, watched him work and provided some excellent leadership advice.  (Exodus 18:24-25)  So Moses heeded the voice of his father-in-law and did all that he had said.  And Moses chose able men out of Israel, and made them heads over the people: rulers of thousands, rulers of hundreds, rulers of fifty and rulers of tens.
